Agent gets you auditions and takes 10%. Manager helps you build the career around the auditions, takes 10-15%, and legally is not supposed to be the one procuring work, although in practice plenty do.

Simplest version: an agent works with what you are now, a manager works on what you could be in three years. Early on a manager who believes in you can be more useful than a mid-tier agent who forgets you exist.

You do not need both to start. Plenty of people work for years with just one.

The important thing is that neither of them should ever charge you money up front. That is the line. Commission on work only.
