Almost certainly not. Being a priority at a small shop beats being forgotten at a big one, especially early.

The advantage of the big agency is access to breakdowns and packaging you cannot get otherwise. That advantage only helps you if somebody there is actually working for you.

You can always move up later. Moving up is normal and expected. Being dropped from a big agency for going quiet is a worse story.

I have been at both. The best year of my career was at a two-person shop where the owner answered her own phone.
