Get on Actors Access and Backstage. Submit for student films at every film school within reach. Those are the roles nobody is competing for that will still give you footage.

Find the other actors at your level and make things with them. My first six credits all came from people I met in a class in 2016 and half of them are working now.

Concretely on a Monday: one hour submitting, one hour on a scene you are working on, and one email to somebody you met once. That is a good Monday.
