For me, I think it's Don Cheadle. Don Cheadle to me is an amazing actor with versatile talents. Hotel Rwanda was a film that set Don apart from the pack for me.

I agree that Don Cheadle is amazing. I saw Hotel Rwanda a few weeks ago and Crash yesterday. He gave wonderful performances in both.
I'd have to say Leonardo DiCaprio. He's not so underrated anymore, but was for a very long time. I think he has the maturity of an actor that's been in the business for 50 years!
In terms of actresses, I think Helena Bonham Carter (Fight Club, Wings of the Dove, Big Fish) is underrated esp. in the states, but its mainly because she's been in a string of supporting roles lately instead of leads.
